The need for it will vary between vehicles as we are all building custom applications. If you install a fuel injection pump some distance from the tank it is advisable to also put in a low pressure puller pump (lift pump or supply pump) before the injection pump. Sometimes they work fine without one, sometimes not, but if you have a noisy injection pump you should consider cavitation. It does not need to be expensive or fancy but supply enough volume with a reasonable pressure to overcome cavitation. This is where the lift pump or supply pump is useful. The solution is to either radically increase the inlet pipe size or increase pressure at the inlet to the point where it does not cavitate in that application. If you have cavitation, this will sound noisy (like pebbles in a washing machine) and the pump will fail in time. This is what happens with pressure pulses in the fluid as injectors open and shut, the pressures are not stable in an incompressible fluid.
